Moved from SVG to TikZ

Lasse Fröhner requested to merge tikz into master

To make both creation and rendering of block diagrams easier, I moved from SVG+Inkscape to native TikZ. Since (for now) we don't have any svgs left to render, I also disabled the compile_svgs job from .gitlab-ci.yml.
